A preliminary report from the National Transporation Safety Board says that the single-engine plane that crashed into high-powered lines and their tower on November 27 was flying below minimum altitudes while approaching an airport in foggy nighttime conditions. But media reports say that it could take up to two years for the NTSB to issue its final report that may tell us more about why the pilot was flying too low.
