Annapolitan Ben Grumbles has stepped down as Secretary of Environment of Maryland, after being elected as President of the nonprofit and nonpartisan association of state and U.S. territorial environmental leaders called Ecos, or more formally, The Environmental Council of the States. Governor Hogan says that Deputy Secretary Horacio Tablada is succeeding Grumbles.
